The E.C. Joullian Distinguished Citizen Award is named for two men who were champions of Scouting and well-known philanthropists, Edward C. Joullian II and Edward C. Joullian III. The Last Frontier Council, Boy Scouts of America, presents this award annually. All proceeds from the event support the programs of the Boy Scouts of America in 24 counties in central and southwest Oklahoma.
