Charter partners; Charter Org Representative

School-based associations like PTAs, PTOs, and Booster Clubs make excellent Charter Partners for Cub Scout Packs and Scouts BSA Troops.
They help bring leadership, values, and outdoor fun to local families.

The Chartered Organization Representative (COR) acts as the liaison between the school group and the Scout unit—helping recruit leaders, support the program, and ensure communication.

Charter Agreement: BSA and Charter roles

The Annual Charter Agreement defines the partnership between Scouting America and the Chartering Organization—such as a PTA, PTO, church, or civic group.

This agreement outlines who does what:

The Chartering Organization:

  • Approves adult leaders

  • Provides meeting space (when available)

  • Supports Scouting in line with its own mission

Scouting America:

  • Provides the program, resources, and training

  • Maintains youth protection and insurance

  • Supports local units through District and Council staff

This shared responsibility ensures that every Scout has a safe, consistent, and high-quality experience.

What is Cub Scouts?

Cub Scouts is a fun, hands-on program for boys and girls in Kindergarten through 5th Grade that builds character, confidence, and outdoor skills. It’s all about learning by doing—through games, adventures, service projects, and time spent with family and friends.

Each grade level has its own exciting rank, with age-appropriate activities designed to teach teamwork, responsibility, and leadership.

Scouting is family-inclusive, with parents encouraged to participate, especially in the early grades. It's a great way to connect school, home, and community while having fun outdoors.

Cub Scout adventures- K-5th grades

Cub Scouts offers a progressive adventure program where each grade level has its own rank and hands-on activities. These adventures teach life skills, character, and leadership—all while having fun.
